PATROL DIVISIONDeputy Chief Troy S. Dye270-765-4125troy.dye@elizabethtownky.govMajor Troy Dye began with the Elizabethtown Police Department in 1987. He graduated from the Department of Criminal Justice Training (DOCJT) basic police academy class number 187 and began as a patrol officer. Major Dye progressed to a Field Training Officer (FTO) and then was promoted to Patrol Sergeant in 1993. He has worked all shifts of the department and been a member and supervisor of the department's Special Response Team. He remained a patrol sergeant until his appointment as Deputy Chief of Patrol in 2001. Major Dye received his Bachelor of Science Degree in Police Administration from Eastern Kentucky University in 2002. He is currently pursuing a Masters Degree in Criminal Justice also from EKU. Major Dye is also a graduate of the FBI National Academy Class 185. Major Dye is a member of the Kentucky Association of Chiefs of Police, International Association of Chiefs of Police and the FBI National Academy Associates. He is also a member of the Elizabethtown Community and Technical College Advisory Board for the Criminal Justice Program. The Patrol Division is the "backbone" of the Elizabethtown Police Department. It is comprised of several units, including the Patrol Unit, Field Training Officers Unit, Defensive Tactics Training Unit, Bike Patrol, Accident Reconstruction Team, Special Response Team (SRT), Honor Guard, School Crossing Guards, Parking Meter Enforcement and the Public Safety Garage. The City of Elizabethtown is divided into three geographical patrol zones. There are five sergeants that supervise each of the three shifts -- First (6 a.m.-4 p.m.), Second (3 p.m.-1 a.m.), and Third (8 p.m.-6 a.m.). Patrol officers work four, ten hour days with three days off, rotating every twenty-eight days one day backward. There is an overlap of officers during peak hours for calls.There are 26 patrol officers who perform daily police duties. These duties include but are not limited to traffic enforcement, investigating injury and non-injury accidents, responding to calls for service, domestic situations, assaults, etc. Our marked patrol cars are equipped with Mobile
Vision in-car video systems, and each officer is fitted
with a
wireless microphone. Also, every marked patrol car is equipped
with Stalker
Dual Antenna Radar units. Officers like the flexibility
of the front and rear mounted antenna when checking the speed of
vehicles either coming to or going away from the patrol car. In 2002 the department was given a federal grant to purchase a Ford Mustang GT. The unmarked Mustang is used by selected officers as a traffic enforcement vehicle. The Mustang is utilized in areas of Elizabethtown that are at high risk for traffic crashes. The vehicle is equipped with state of the art emergency lighting system, Stalker Dual Radar and a 2002 Mobile Vision camera. The patrol division is responsible for a city population of approximately 24,000 and an estimated daytime population, due to commerce and employment, of over 75,000. FIELD TRAINING OFFICER (FTO)CONTACT: Sgt. Danny Kelly -- 270-765-4125The Elizabethtown Police Department has a Field Training Officer Program that consists of nine FTO's. These officers are responsible for training new recruits and instructing them about Kentucky Law and departmental policy. The FTO program is a 4 week hands on continuing education process. After graduation from the 16 week program at the Department of Criminal Justice Training Academy in Richmond, KY, officers return to the Elizabethtown Police Department and begin the FTO Program. Each new officer will ride four weeks on each shift to become familiar with the different types of calls for that shift. After 12 weeks, the officer will ride again for two more weeks with the FTO being in plain clothes. After successful completion of the FTO Program, officers are assigned to a permanent shift and are on probation for one year. Return To Top Of Page
DEFENSIVE TACTICS TRAINING UNITCONTACT: Sgt. Timothy Cleary -- 270-765-4125Sgt. Timothy Cleary oversees the defensive tactical training for the department. This unit currently has five instructors and is responsible for coordinating ,roll call and recruit training, as well as all in-house training. In-house training includes defensive tactics (PPCT), ASP baton, spontaneous knife defense, tactical handcuffing, ethics, and all other courses or training mandated by the Department of Criminal Justice Training (DOCJT) in Richmond, Kentucky. FIREARMS TRAINING UNITCONTACT: Sgt. Brian Graham, Sgt Danny Kelly and Officer Rob Green -- 270-765-4125Sgt. Brian Graham, Sgt Danny Kelly and Officer Rob Green oversee the firearms training for the department. All are certified armorer's from Sig Sauer and Remington as well as certified Department of Criminal Justice Training (DOCJT) Firearms Instructors. This unit is responsible for and coordinates semi-annual training for the departments range qualification. This training includes but is not limited to static line fire and simulated tactical firearm usage with all weapons of the Elizabethtown Police Department. Return To Top Of Page
BIKE PATROLCONTACT: Officer Terry Cox & Officer Virgil Willoughby270-765-4125The Elizabethtown Police Department uses two Trek and two Schwinn Police Mountain Bikes for specific patrol assignments and special events such as the Heartland Festival. Only officers who have received International Police Mountain Bike Association (IPMBA) training are approved to ride the bikes for patrol and special events. Return To Top Of Page
ACCIDENT RECONSTRUCTION TEAMCONTACT: Sgt. William Bland, Officer Brad Miller or Officer Richard Dearborn 270-765-4125The Elizabethtown Police Department is proud to have our own accident reconstruction team. These officers have committed many weeks of training and continues education in the newly developed areas of accident reconstruction. The reconstruction team responds anytime, day or night, to the scene of severe injury accidents, fatalities, and any accidents that may result in criminal prosecution. They use customized laser equipment and computer software to reconstruct these accidents in great detail. The members of this team have also been called upon to assist and advise neighboring departments in other jurisdictions. Return To Top Of Page
SPECIAL RESPONSE TEAM (SRT)SRT Motto - - - - "... the mission dictates tactics ..". CONTACT: Sgt. Jamie Land -- 270-765-4125The Elizabethtown Police Department Special Response Team (SRT) consists of eight members. The SRT is not a full time team. Each member works an assigned duty within the department and receives specialized training with the team. Each member is selected from a list of officers requesting the added responsibility of being on the team. They are chosen by the team leader and the other current members. The team has one team leader (sergeant), a senior team leader and six other team members. They train at least once a month. Two of the team members are designated as a tactical sniper team and participate with team training and receive additional training with targeting and suspect observational skills. This team is ready for deployment when called for warrant service, hostage situations, barricaded persons, and any other potentially high risk situation. The SRT uses a selection of less than lethal munitions and other specialty equipment that are used in different situations that the average patrol officer has not been trained with or have available. These munitions were designed to be used to control suspects before the use of lethal weapons required. The goal in any tactical situation is to control the suspect or suspects with the least amount of injury to them or the possibility of injury to innocent victims. The team operates a panel truck that was donated to the department in
1998 by Addington
Transportation.
There are also two trained hostage negotiators within the police department. These officers are not members of the SRT, but are a vital part of its success. They can be called on for any situation, including hostage situations or barricaded persons. Return To Top Of Page
HONOR GUARDCONTACT: Sgt. William Bland -- 270-765-4125The Honor Guard of the Elizabethtown Police Department is under the supervision of Sgt. William Bland. This group of officers is used for Funeral details, parades, and other law enforcement events where they are requested. They have also participated in local events during Law Enforcement Memorial Week. The guard consists of six officers and one sergeant. Return To Top Of Page
SCHOOL CROSSING GUARDSCONTACT: Major Troy Dye -- 270-765-4125 The Elizabethtown Police Department employs four part time school crossing guards. These employees work during school hours in the morning and afternoon. They are not sworn officers but civilians who enjoy working with children. They are on scene to assist school children and vehicular traffic move about in a safe manner in and around school property. Return To Top Of Page
PARKING ENFORCEMENTCONTACT: Ronnie VanMeter -- 270-765-4125This person is a civilian employee who is responsible for enforcing city ordinances related to parking around the downtown area and handicapped parking. The employee covers four downtown parking lots and also issues monthly parking permits to individuals who utilize the downtown parking areas regularly. Return To Top Of Page
