PATROL DIVISION

Major Jamie Land began his career in Law Enforcement as a military policeman in the United States Marine Corps Reserve. He joined the Elizabethtown Police Department in 1998 as a patrolman and progressed to a Field Training Officer (FTO).  He was promoted to Patrol Sergeant in 2004 and has worked all shifts of the department and been a member, team leader and supervisor of the department's Special Response Team.  He remained a patrol sergeant until his appointment as Deputy Chief of Patrol in September of 2011.

Major Land is a graduate of the Department of Criminal Justice Systems Academy of Police Supervision and the Criminal Justice Executive Development Program.  He is also a 2010 graduate of the FBI National Academy (Class 241).

The Patrol Division is the "backbone" of the Elizabethtown Police Department. It is comprised of three sections, including Patrol, Specialty Services and Investigations.

PATROL SECTION

The Patrol Section is responsible for a city population of approximately 24,000 and an estimated daytime population, due to commerce and employment, of over 75,000. The city is 27.5 square miles in size and is the center point of five major traffic ways.  

The City of Elizabethtown is divided into three geographical patrol zones. There are five sergeants that supervise each of the three shifts -- First (6 a.m.-4 p.m.), Second (3 p.m.-1 a.m.), and Third (8 p.m.-6 a.m.). Patrol officers work four, ten hour days with three days off, rotating every twenty-eight days one day backward. There is an overlap of officers during peak hours for calls.

There are 26 patrol officers who perform daily police duties. These duties include but are not limited to traffic enforcement, investigating injury and non-injury accidents, responding to calls for service, domestic situations, assaults, etc.

Our marked patrol cars are equipped with  Mobile Vision  in-car video systems, and each officer is fitted with a wireless microphone.  Also, every marked patrol car is equipped with Stalker Dual Antenna Radar units.  Officers like the flexibility of the front and rear mounted antenna when checking the speed of vehicles either coming to or going away from the patrol car.

SPECIALTY SERVICES SECTION

The Specialty Services Section contains several unique units of the Elizabethtown Police Department.  They include the Accident Reconstruction Unit, the Special Response Unit, the Crisis Negoations Unit, the Police Training Officer (PTO) Unit, the Bike Patrol Unit, the Parking Enforcement Unit and the School Crossing Guard Unit.

 

ACCIDENT RECONSTRUCTION TEAM

The Elizabethtown Police Department is proud to have our own accident reconstruction team.  These officers have committed many weeks of training and continues education in the newly developed areas of accident reconstruction.  The reconstruction team responds anytime, day or night, to the scene of severe injury accidents, fatalities, and any accidents that may result in criminal prosecution.  They use customized laser equipment and computer software to reconstruct these accidents in great detail. The members of this team have also been called upon to assist and advise neighboring departments in other jurisdictions.

SPECIAL RESPONSE TEAM (SRT)

The Elizabethtown Police Department Special Response Team (SRT) consists of thirteen members. The SRT is not a full time team.  Each member works an assigned duty within the department and receives specialized training with the team.  Each member is selected from a list of officers requesting the added responsibility of being on the team.  They are chosen by the team leader and the other current members.  The team has one team leader (sergeant), nine operators and three TEMS operators.  They train 16 hours a month.  Two of the team members are designated as a tactical sniper team and participate with team training and receive additional training with targeting and suspect observational skills.  This team is ready for deployment when called for warrant service, hostage situations, barricaded persons, and any other potentially high risk situation.

The SRT uses a selection of less than lethal munitions and other specialty equipment that are used in different situations that the average patrol officer has not been trained with or have available.  These munitions were designed to be used to control suspects before the use of lethal weapons required.  The goal in any tactical situation is to control the suspect or suspects  with the least amount of injury to them or the possibility of injury to innocent victims.

The Elizabethtown Police Department purchased a 2006 Freightliner P-Series Box Van to replace a donated 1980 Ford Box Van that could not be updated to departmental needs.  The Freightliner is being utilized by our Special Response Unit and Crisis Negation Team.  The Freightliner’s interior was redesigned with cabinets, secure racks, tables, additional seating, and is wired for land line phone and mobile internet ready.  It has been used several times this year for training and call outs. It is further equipped with a generator, interior heating and air conditioning systems for year round use.

CRISIS NEGOATION TEAM (CNT)

POLICE TRAINING OFFICER (PTO)

The Elizabethtown Police Department has a Police Training Officer Program (PTO) that consists of nine PTO's.  These officers are responsible for training new recruits and instructing them about Kentucky Law and departmental policy.

The PTO program is a 4 week hands on continuing education process.  After graduation from the 16 week program at the Department of Criminal Justice Training Academy in Richmond, KY, officers return to the Elizabethtown Police Department and begin the PTO Program.  Each new officer will ride four weeks on each shift to become familiar with the different types of calls for that shift.  After 12 weeks, the officer will ride again for two more weeks with the PTO being in plain clothes.  After successful completion of the PTO Program, officers are assigned to a permanent shift and are on probation for one year.

BIKE PATROL

The Elizabethtown Police Department  uses  two Trek and  two Schwinn Police Mountain Bikes for specific patrol assignments and special events such as the Heartland Festival.  Only officers who have received International Police Mountain Bike Association (IPMBA) training are approved to ride the bikes for patrol and special events.

PARKING ENFORCEMENT

This person is a civilian employee who is responsible for enforcing city ordinances related to parking around the downtown area and handicapped parking.  The employee covers four downtown parking lots and also issues monthly parking permits to individuals who utilize the downtown parking areas regularly.

SCHOOL CROSSING GUARDS

The Elizabethtown Police Department employs four part time school crossing guards.  These employees work during school hours in the morning and afternoon.  They are not sworn officers but civilians who enjoy working with children.  They are on scene to assist school children and vehicular traffic move about in a safe manner in and around school property.

The Investigations Section contains the: Hardin County Greater Narcotics Task Force,  the Criminal Investigations Unit and the Internal Affairs Unit.

CRIMINAL INVESTIGATIONS UNIT

The Elizabethtown Police Department Criminal Investigations Unit consists of five detectives.  Detectives are responsible for the investigation of all felony crimes that occur within the jurisdictional limits of Elizabethtown. One investigator is currently assigned to the Greater Hardin County Narcotics Task Force.  This detective is devoted full time to investigate illegal drug activity, which plays a major role in reducing all types of Larceny offences.

All detectives receive specialized training to include Crime Scene Investigation, Robbery and Burglary Investigation, Homicide and Death Investigation, Sex Crimes, Crimes Against Children and the Elderly, Street Gangs, Counterfeiting and Forgery, Abduction, and numerous other criminal investigative areas.

Members of the CIU strive to maintain contact with victims on all active investigations and keeping them informed of new developments and updates.

The Criminal Investigations Unit is an active member and supporter of the Hardin County Crime Stoppers.  This program solicits information on criminal cases and pays rewards for information leading to the arrest of suspects, up to $1,000.00.  A person calling Hardin County Crime Stoppers need not give their name.  All information is greatly appreciated and will be forwarded to the appropriate agency working the cases.  Hardin County Crime Stoppers toll free number is 1-800-597-8123.

The Criminal Investigations Unit also hosts a monthly Intelligence Meeting, held the second Tuesday of each month at 10:00 a.m. in the Community Room of the Elizabethtown Police Department, 300 South Mulberry Street, Elizabethtown, Kentucky.  These meetings are open to all law enforcement agencies, on the local, state and federal levels.  The purpose of these meetings is to discuss active cases and suspects and compare notes on similar criminal activity occurring throughout the state.  A newsletter is published with the outcome of the Intelligence Meetings and is available to any interested law enforcement agency.

PUBLIC SAFETY GARAGE

The department uses a take home car fleet program for officers who live within a five mile radius of the city limits.  Officers who live within this area are allowed by the city to drive their cars back and forth to work and within the city limits when off duty.  The fleet is maintained by the Public Safety Garage who keep our cars running safely.  They are also responsible for installation of all the emergency equipment needed in each vehicle.  They are on call 24 hours a day for emergency repair of the police units.  The Elizabethtown Police Department fleet averages approximately 630,000 miles per year.  They are also responsible for maintaince of the Elizabethtown Fire Department trucks and the emergency equipment carried on the units.
