EMPLOYMENT INFORMATION

We would like to thank you for your interest in being an Elizabethtown Police Officer.  The Elizabethtown Police Department utilizes the Civil Service Selection System to hire officers.

The mission of the Elizabethtown Police Department is to provide quality service to the citizens of the City of Elizabethtown.  The department is dedicated to the ideals of community oriented policing, the police and community working together to make Elizabethtown a safe and secure place to work and live.

To accomplish this mission, the department seeks to hire employees who are motivated and willing to dedicate themselves to this mission.

Individuals interested in employment must complete the application process to be considered as a police officer for the Elizabethtown Police Department. APPLICATION & PROCESS

The Elizabethtown Police Department accepts applications on an ongoing basis for employment.  The following steps are requirements that must be met to be considered in the employment process.  

Step 1 - Submit An Application

 
  Applications must be picked up and returned in person at the Elizabethtown Police Department.
  Applications are kept on file for a period of 2 years from date of submission.
  Applications must be completed entirely, with all required documents being submitted.
  Applications must be notarized.
  Applicants should keep their personal information current.
  Applications will be notified by mail of the date and location of the next civil service examination.

 

Step 2 - Civil Service Written Examination

Upon receiving notice of the civil service written examination, the applicant should make plans to arrive early on the date and at the specified location.  All materials necessary to take the test will be supplied to the applicant.  The test is timed and details of the examination will be explained to you at the time of the test.  You will be told prior to the test when you will be given your written test score, please do not call prior to the time you are told. You must receive a grade of 70% or greater on each section to progress to the next step.

The Civil Service Board will submit an eligibility list to the department.  The list will be based on test scores obtained from the written examination.  The order is based on the highest to lowest scores.  The number of people that will be considered for further testing depends on the number of job openings within the department. 

 

Step 3 - Physical Fitness Examination

Applicants will be given the date and time of the physical fitness examination.  The applicant must pass each event to be allowed to progress to the next step.  Failure in any one event results in applicants disqualification.  There are five physical fitness tests that will be given in one day as a battery of tests.  The tests are as follows:

 
  1.5 Mile Run.   This measures aerobic power or cardiovascular endurance (the ability to have stamina over time).  The test consists of running / walking, as fast as possible, the distance of 1.5 miles.
  300 Meter Run.   This measures anaerobic power or the ability to make an intense burst of effort for a short time period or distance.  The test consists of sprinting 300 meters as fast as possible.
  One Repetition Maximum (RM) Bench Press.   This measures the absolute strength of the upper body.  The test consists of lying on a bench and pushing up as much weight as you can one time.
  Maximum Push Up Test.   This measures the muscular endurance of the upper body.  The test consists of doing as many push ups from the front, lean and rest position with no time limit.
  One Minute Sit Up Test.   This measures the abdominal or trunk muscular endurance.  While lying on the ground, you will be given 1 minute to do as many bent leg supported sit ups as you can.

The procedure and order for testing will be as follows:

 Test in the One Repetition Maximum Bench Press, then rest for 5 minutes.
  Test in the One Minute Sit Up, then rest for 15 minutes.
  Test in the 300 Meter Run, then rest for 15 minutes.
  Test in the Maximum Push Up, then rest for 30 minutes.
  Warm up for 2 minutes, then test in the 1.5 Mile Run and then rest for 5 minutes.

 

Step 4 - Background Examination

The applicant must pass a thorough background investigation conducted by the department to be sure the applicant is free from any personal problems that would render them unfit to be a representative of the Elizabethtown Police Department.  The background investigation will include, but are not limited to, inquiry as to credit history, morality, criminal records, medical records, and character of the applicant.  The Elizabethtown Police Department will interview any person, corporation, medical person or entity concerning the applicant's physical and mental fitness for the position.

 

Step 5 - Oral Interview

The applicant will be given a date, time, and location of their oral interview.  This interview will be conducted by a panel of Elizabethtown Police Personnel.  Each applicant will be given a series of questions and should respond with the best answer.

 

Step 6 - Physical Examination

The applicant must pass a complete medical examination conducted by a physician chosen by the police department, to be sure the applicant is free from any physical condition that would prevent the applicant from performing the duties of an Elizabethtown Police Officer.

 

Step 7 - Psychological Examination

The applicant must pass a psychological examination administered by a psychologist chosen by the Elizabethtown Police Department.

 

Step 8 - Polygraph Examination

The applicant must pass a polygraph examination administered by the Police Officers Professional Standards Office.

 

Step 9 - Selection

Upon successfully passing all of the steps, the applicant will then be hired by the Elizabethtown Police Department.  They will then be enrolled and work to complete a 16 week course at Eastern Kentucky University's Department of Criminal Justice Training Academy to become certified as a Peace Officer in Kentucky.

 

Step 11 - Field Training Officer Program

After graduation from the Department of Criminal Justice Training Academy in Richmond, the recruit returns to the Elizabethtown Police Department to begin their duties.  At this time, they are sworn in as Police Officers with the Elizabethtown Police Department.  They will then begin the Field Training Officer Program.  Each new officer will ride four weeks on each shift to become familiar with the different types of calls for that shift.  After 12 weeks, the officer will ride again for two weeks with their Field Training Officer being in plain clothes.  After successful completion of the Field Training Officer Program, officers are assigned a permanent shift and will be on probation for one year, at the assigned ranking of Patrolman.

Step 12 - Probationary Period

Police officers are considered to be probationary for a period of 12 consecutive months from the date they are sworn in as an Elizabethtown Police Officer.  During the probationary period, an employee may be dismissed for any reason, without recourse to the grievance procedure.  At the completion of the probationary period, continuous service for purposes of seniority shall date from the first day of employment as a commissioned police officer.  Seniority is the determining factor in vacation, days off, layoff, recall, and shift assignments.

POLICE OFFICERS PROFESSIONAL STANDARDS

Requirements and standards include the following:

  Be a United States Citizen.
  Be 21 years of age by date of hire.
  Be a high school graduate or equivalent and provide copies of transcripts and diploma.
  Be a Hardin County resident or willing to relocate to Hardin County within 6 months of employment date.
  Take a civil service examination and pass with a score of 70% or higher.
  Sign a two and one half year contract of employment.
  Be of high moral character.
  Cannot be convicted of a felony crime.
  Cannot be convicted of any domestic violence related crime.
  Be a United States Citizen.
  Be able to read, write, and understand the English language.
  Be a law abiding citizen of sobriety and integrity.
  Not prohibited from carrying a firearm.
  Pass a background investigation conducted by the department to be sure the applicant is free from any personal problems that would render them unfit to be a representative of the Elizabethtown Police Department.  Such background investigation will include, but is not limited to, inquiry as to credit history, morality, criminal records, medical records, and character of the applicant.
  Pass a physical agility test conducted by the department that meets the standards set forth by the Kentucky Department of Criminal Justice Training.
  Pass a complete medical examination conducted to be sure the applicant is free from any physical condition that would prevent the applicant from performing the duties of an Elizabethtown Police Officer.
  Pass a polygraph examination.
  Pass a drug screen.
  Be willing to give the department consent to interview any person, corporation, medical person, or entity concerning the applicant's physical and mental fitness for the position.

BENEFITS

Benefits of employment for members of the Elizabethtown Police Department include the following:

  $3,100 per year training incentive added to your base salary upon completion of Kentucky Department of Criminal Justice Basic Training.
  $500 per year educational bonus for 4 years of college, $250 per year for 2 years of college.

  $500 annual uniform clothing allowance.
  The Elizabethtown Police Department will supply all training and equipment necessary to complete your duties.
  A marked cruiser, that may be driven to and from work while on-duty, and within the city limits while off-duty for personal use. *Must reside within 5 miles of the city limits to receive this benefit.

LEAVE

Full-time regular employees shall accrue 8 hours of sick pay per month. 

Full-time regular employees shall receive six paid holidays per year, those being the following dates:

SALARY

Patrol officers within the department earn the following pay:

  Starting annual base salary of $24,500 - $26,000 commensurate with training and experience.
  $3,100 per year training incentive added to your base salary upon completion of Kentucky Department of Criminal Justice Basic Training.
